"Expect" is a bit strong.  What I said was "wouldn't be surprised".

Mostly because it's code that doesn't get exercised often.  The last leap 
second was 3 years ago, so any code written (or modified) since then is 
suspicious.  That probably covers all the new high performance GPS receivers.

Because I've seen bugs in GPS firmware.

Because I've fixed 2 leap-second bugs in drivers, one a few months ago and 
one a few months before the previous leap second.  They were both 
months-early bugs rather than day-early, but they were leap-second bugs.
