It depends on where the routing problems actually are.  When the problem is in 
some
transatlantic link, there is no issue for the server to be in European pools.


I guess it is hard to accept that your score is low because of your ISP
or even your ISPs upstream connectivity.  Even when you know you have
done everything correctly.

The problem isn't necessarily at the ISP, it can also be at companies like NTT.


A different problem is a good way to investigate these kind of funnies
and try to work out what is going on and what the real problem is.


Decentralized monitoring would certainly help that.  "is it down for everyone or 
just me".
It should not be a problem to find some volunteers to run some program that 
monitors
a subset of the servers (say, within the same region).  But of course the 
software to do
it and integrate it into the system would have to be written.
