Many thanks Steve,

It turned out that somehow the contents of /etc/resolv.conf on my laptop
had the wrong local addresses -- a mistake I made when rebuilding the
laptop's filestore after I had to reinstall windows and linux.

That explained:

        ....
        [Could not resolve host: mirrors.fedoraproject.org]

That had prevented me installing ncurses-devel needed for building poplog,
though I can't understand how I had done so many other things before that
e.g. installing hordes of updates and required packages for F31.

Anyhow it is all fixed now and poplog V16 builds completely on the latest
version of Fedora 31
