Several webmail services offer a feature to where you can download
your mail from remote POP3 services into your webmail interface.
However, I do not believe you can send messages through those remote
smtp servers using your webmail service. You would only be able to
send mail using the webmail service.

With a Yahoo Mail account you can have it all -- webmail, pop3/smtp
and remote access of your other pop3 accounts through the Yahoo
webmail interface.
