Here is a British-operated free POP3 service:

Points:
*) You get a choice of five domains
*) They ask for a fairly minimal amount of info
*) Their form balked at parentheses in the phone # field (so don't use
   then <g>)
*) Once you sign up, you get assigned a login name that is different
   from your chosen username, and which is what you must use to get your
   email. You don't receive this login name until the signup is
   complete.
*) They also provide free Internet access, but unless you live in the
   UK...

As usual, I haven't tried SMTP, cause I always use the same one myself.
But you all are welcome to experiment. :)
