Unfortunately, popa3d does not include any code to provide more verbose error messages. Whenever this error message is seen, the problem is almost always obvious; but it might not have been obvious for you. I suggest that you either check and double-check the things already suggested to you (for example, did you check all parent directory permissions? including the root directory?) or start popa3d under "strace -fF".
