Yes, that's an old bug, look on the bug tracker for it.

Is that a clean build?

You're getting libopenjpeg1 when you give us the libopenjpeg2 urpmf output, 
also LIBOPENJPEG_CFLAGS=/usr/lib64/ looks not good.
