So far, Loongson has signed the OCA and Lemote has submitted its OCA.
All of the contributions we want to upstream were done by these two
companies. So my understanding is that after the Lemote’s OCA is
processed, the code of this OpenJDK 8 MIPS Port would meet the
requirement of OCA. Am I right? If yes, what should I do next?

Unfortunately, Lemote does not appear on http://www.oracle.com/technetwork/community/oca-486395.html so if they have submitted an OCA, it has not been processed yet. As discussed on http://openjdk.java.net/contribute/, one should allow at least two weeks for processing.

Since your e-mail is now more than two weeks old, my suggestion would be to check with the submitter off-list if, when and where they have made a submission. They can also contact me off-list, if necessary.

Until all the contributors have a processed OCA on file, it's not going to be possible to proceed with the contribution.

Loongson’s contribution has not been accepted by OpenJDK yet, so the
contribution of Loongson and me is zero in fact. Although I did a lot of
work about MIPS port, and had communication with Porters Group and MIPS
Project from years ago, I am not sure if I am eligible for membership in
Porters Group and being nominated to be a Group Member.

Per http://openjdk.java.net/groups/#group-member

"As a rough guide, a Contributor should be regularly active in a Group or its sponsored Projects for at least a year before being nominated to be a Group Member."

We did a first round of new Group Member nominations earlier this year: http://mail.openjdk.java.net/pipermail/porters-dev/2016-May/000545.html . The next round of Group Member nominations I'd like to initiate would be the Project Leads of the Projects sponsored by this Group that were active during every month of last year.

If I want to do
some contribution to the Porters Group, I think I have to find some
other project, because Loongson’s code cannot be accepted yet and MIPS
Project has no repository now.

Yeah, that seems like it would be a good start in the interim.
