Just adding to the list to consider... Google App Engine and web2py. Not sure if either have a CMS app, but depending on what you want to do you might not want a generic CMS and instead might want to build some small apps for specific content. Pylons and Turbogears might be of interest too. I believe Turbogears is built on top of Pylons nowadays. I'd be interested to know what you decide to go with.
