As a person who started a user group (SE Portland Coder's Night) you
likely have the expertise/contacts/etc needed.
Getting some interest from the mailing list, finding a cafe to study
together at, then posted it here, calagator and meetup.com are some
places to get started.
I'm not saying it will be wildly successful if you do that, but that is
all that anyone else is going to be able to do. User group leaders are a
supportive bunch in Portland, if you make this happen, I see no reason
why it wouldn't be announced at PDX Python and/or other groups as well.
