Add www/p5-WWW-Form-UrlEncoded-XS
WWW::Form::UrlEncoded::XS provides an application/x-www-form-urlencoded
parser and builder that is implemented in XS.
Tweaks and OK cwen@ for 0.25, 0.26 is only test updates
