Log message:
update to U-Boot 2019.10-rc4
Fixes a regression in 2019.07 with tinker-rk3288. Enable
rockpro64-rk3399 target, tested by kurt@. Enable rpi_4 target, tested
by bmercer@ before patches were merged to mainline U-Boot.
