Update to rhash-1.3.9.
Fixes some bugs and adds support for a new hash function. Changelog can
be found at https://github.com/rhash/RHash/blob/v1.3.8/ChangeLog.
Additional changes:
- Change HOMEPAGE; the old one gave a 404
- Take MAINTAINER
