Import py-xlwt 1.3.0, from Maintainer Lucas Raab
xlwt is a library for writing data and formatting information to
older Excel files (ie: .xls)
dependency of upcoming web2ldap port.
ok sthen@ (who wanted math/, but i went with textproc/ for consistency
with py-xlrd and py-odfpy)
