this file is not well-formed and upstream fd.o pkg-config silently ignores any
malformed variable declarations where our (more strict) implementation complains
(with --debug) and returns a non-zero value instead:
Incorrect cfg file /usr/local/lib/pkgconfig/aqbanking.pc at
/usr/libdata/perl5/OpenBSD/PkgConfig.pm line 128, <$fh> line 30.
