while here, add a configure.ac patch backported from
https://github.com/Xastir/Xastir/commit/6ee6348ca9ad8556e48d26d976f5d6709e8e31cb
to properly detect an upcoming proj 8 update - backwards compatible with
the in-tree proj 7.2.1.
