remove qucs-s, suggested by maintainer. the Qt4 GUI is now unusable,
other OS have dropped this, and upstream's WIP Qt5 branch is not very
active. alternatives exist (e.g. xschem and kicad/eeschema).

This removes the last port using Qt4.
