Reimport net/libnice at 0.1.18
Previously removed due to lack of consumers, new net/dino 0.3.0 starts
depending on libnice.
Start shared library version at 4.0 so it is newer then the old 3.0 version.

libnice is a library that implements the Interactive Connectivity Establishment
(ICE) standard (RFC 5245 & RFC 8445)!
It provides a GLib-based library, libnice, as well as GStreamer elements to use
it.
