This is made much more complicated by having to consider 2 overlapping branches of -stable packages around release time. (It gives us problems for release packages too; I ran into this when I updated a machine running PHP which didn't get updated until new 7.3-stable packages were available).

I think for next release, when 7.4 is tagged, we need to stop committing to 7.3-stable, so we only have two branches to worry about, not three.
