update to desmume 0.9.13
- upstream skipped doing a 0.9.12 release
- catches up on 7 years of changes, bringing in bug fixes and enhancements
- switches from sdl to sdl2
- some patches go away because they were already upstreamed
with tweaks and ok thfr@
