${VARBASE} is wrong (it is not in the default SUBST_VARS and usually makes
no sense in ports anyway; for things where you mean "/var or some locally
defined alternative for people doing their own special package build which
nobody actually does" then it would be ${LOCALSTATEDIR}, which _is_ in the
default SUBST_VARS). replace with /var. found by op@
