isc-dhcp: change the lease database path to /var/db/isc-dhcpd/dhcpd{,6}.leases
in an _isc-dhcp-owned dir so that old leases can be cleaned. also install the
dhcp-lease-list contrib script. warn users about this in an install MESSAGE.
The rc.d script no longer creates an empty lease db because upgrading users
will probably want to keep their existing db, and a clear error makes it
easier to do that without quietly starting handing out new addresses.
