actually update to fossil-2.24, problem spotted by Dave St.Germain
add a comment and reorder make variables because it's not entirely clear
that commit id update is also needed if you only look at a diff from around
DISTNAME (plus upstream distfiles are autogenerated and not stable, so the
distfile hash can change when the main part of contents doesn't)
