Log message:
update to rspamd-3.9.0 (most parts same as a diff from Brad, I was
already testing my own version of that, but it crashed at runtime if
ports fmt was installed during build)
- move back to bundled fmt library, the one in ports is not new enough
- reorder includes so that contrib/fmt is searched before /usr/local/include
