pavuk: apply some lipstick: sprinkle const, fix 8-byte stack overwrite
There's plenty of off-by-ones due to strncat() misuse, time_t truncation,
etc. Slow but continuous development stopped 17 years ago. Probably time
to follow most other OS and retire this...
