Add a PGTK Emacs flavor for wayland users
Since the gtk2 and gtk3 FLAVORS look at the Xorg entrails, this "Pure
GTK" build is mostly useful to people using wayland.
Note that you explicitely need emacs -nw if you want to use it from
a non-graphical environment.
