www/nextcloud: MFC assorted monthly updates
- update to 28.0.12 & 29.0.9
- add a MESSAGE file to 27/28 strongly nudging users to update to the
latest upstream branch that shipped with 7.6 (eg 29)
if you're using 27 or 28 on 7.6-stable, pkg_add -r nextcloud%${BRANCH}
