ah, it was down by MASTER_SITES... even though I knew about this
possibility and did look for this when bumping, I managed to miss
this one.

seeing as there's not really a sane way that make(1) could warn
about setting a variable twice, there's no other automated test for
this, and this error isn't even apparent by reading diffs, I'd
really like to have a standard of putting REVISION markers
somewhere more easily visible...
