databases/arrow/cpp: disable building static libs
the pkg size goes from 115Mb to 50Mb, and pkg_info -s from ~850Mb to
~120Mb. This requires disabling building tests, but this can still
locally be reverted when testing updates..
geo/gdal still builds with this stripped down package.
