cad/ngspice: COMPILER and WANTLIB fixes
COMPILER is needed for both sub-ports which run the same configure
script and detect the C++ library used. Fixes build with ports-gcc on
sparc64.
${COMPILER_WANTLIB} needed in libngspice WANTLIB since last update.
