set libbind's cflags also (for consistency), cmake patch -> configure arg
current 6.1.1 does not care about libbind's header include dir,
but new 6.2.1 gets confused between base and base <netdb.h>.
while here, now that cmake is used, properly define the state dir.
also fix tabs/spaces in a patch to further shorten the next update diff.
