Log message:
MFC: Update to libtiff 4.7.1
Replace the new rand() implementation _TIFFRand() with arc4random() as
before. Includes the fixes for CVE-2025-9900. Add one patch to hide the
new TIFFOpenOptionsSetWarnAboutUnknownTags() in stable and one patch
that disables its use for the new -W in tiffinfo(1).
