Log message:
stop using the legacy setup.py bdist_wheel mechanism which was removed
in pip 25.3.
while there, add missing parent dirs in PLIST-perl, and avoid extra @cwd
juggling for the pkg-readme in PLIST-main, it can just be listed in the
main set of files installed under ${LOCALBASE}.
