xfce4/orage: tweak libicalss handling to work with newer pkgconf
The current approach results in an extra "4.0.4" on its own line in
makefile fragments or the Makefile itself, which breaks either configure
or builds with recent pkgconf (depending on whether automatic dependency
tracking is enabled or not). Use a separate libicalss line to avoid this.
