update 5.4-stable to Icinga 1.9.6, fixing CVE-2014-2386 in icinga-cgi
(small buffer overflows when checking strlen against MAX_INPUT_BUFFER),
also some other hardening in icinga-cgi and other minor issues including
some problems with passive host checks
