As I answered privately, but to leave a trace in ports-changes: pkg_add is dependent on full signatures to figure out when to update. For dependent packages, the only version present is the version of the "default" package used. When that changes in non-comparable ways, pkg_add can't figure out which one is the newer, so a bump is required.
