newsfetch port cleanup
- delete extra comments at the top of Makefile
- respect DEBUG, pass CC/CFLAGS/LDFLAGS using MAKE_FLAGS
- pass INSTALL_* via FAKE_FLAGS
- drop USE_GROFF; no visible difference
- use ALL_TARGET instead of patching
- add @bin annotation
- clean up DESCR (urkh...)
- regen distinfo
