Update to gdal 2.2.2.

- While here add a python3 FLAVOR, needed for QGIS3.
- Tweak dependencies/pkgpaths/bins so that py3-gdal and py-gdal can be
installed at the same time.
- Fix openjp2 detection to actually look for 2.2 and not 2.1.
