Upstream provides distfile via githubs release infrastructure.
- Move from GH_* to MASTER_SITES and DISTNAME
* Set EPOCH as version numbering has changed
* Set HOMEPAGE
- No need to pull in automake and libtool

- Follow Makefile.template
- Change email address MAINTAINER
