Note that any bugfix or security fix can be requested to be merged to
quarterly *at any time* using the merge-quarterly flag on Bugzilla
issues set to "?"
People may set this flag on issue creation for bug reports where either
quarterly is the branch the issue is being reported for, or, where it is
known that quarterly and quarterly users are also affected.
