But I see, that the FreeBSD build server has FreeBSD 15 installed and has 14.0
running as a jail, maybe this is the reason?

Thanks, I'll try FreeBSD 15 host.
pkg-fallout reports that it fails to build on 12, 13, 14, 15 jails on all archs.
The host version may be the reason as you say.
