No it will not, as I mentioned in my first message in the thread.

This is what I am asking for: for pkg to somehow invoke libfetch to update this 
file from wherever and cache it in /var/db/pkg, to be used if the ports tree is 
not checked out (or is, perhaps, but out of date).  

`pkg updating` is also not super good at reading the (written for humans by 
humans) entries in UPDATING and limiting them down to only installed binaries, 
or certain date strings.  But if the function is there in pkg to read and 
display this file, it would be better if it was something other than just an 
effective alias for `cat /usr/ports/UPDATING`.
