To get the effect you describe you would need to use something like
'values only' from 'paste special' (ctrl+shift+v). A direct 'paste
unformatted text' is available as ctrl+alt+shift+v.
I'm using plaint Ctrl-V.
Browsing Tools>Customize... you could look for assigned hotkeys. The
keyboard tab separates calc from libreoffice as a whole so you may be
looking in more than one area; the first tab may be worth reviewing and
easier to browse.
Ctrl-V is paste (as the default).
As you describe the effect as intermittent,
It's not systematic, but happens almost everytime:
1) Ctrl-C on a cell with a formula;
2) Ctrl-V on another cell and a plain number is pasted;
3) Ctrl-C on the same cell as 1);
4) Ctrl-V on cell 2) and the formula is pasted.
I'd also wonder if there was macros involved

profile (likely data managed by ~/.config/libreoffice)?
I tried now several times and I was NOT able to reproduce the problem.
I'll try for a while with a new profile.
I didn't have that much customization, really.
