The 2026Q3 branch has been created. It means that the next update on the
quarterly packages will be on the 2026Q3 branch.

The default LANG and LC_ALL environment variables changed from C to C.UTF-8 and
the USE_LOCALE variable has been removed.

Next quarterly package builds will start on Thursday 1 AM UTC and
should be available on your closest mirrors few days later.
