Allright, I'm not sure how it is supposed to honor DEBUG and CC... but now it honors CFLAGS.

services and inted.conf are in /etc, not ${SYSCONFDIR}. They are a part
of the base system, right? I've got SYSCONFDIR set to /etc.ports ...

And the last thing, why have you marked this port as @conflict poppasswd-*?
Well, because by default they're used for the same purpose (except one change the kerberos password and the other the password file) and listen to the same port. But I removed the conflict line anyway.
