Attached patch swaps out the CPAN mirror ftp.cs.colorado.edu with
ftp.duke.edu. Colorado was averaging around 210 failures out of 504.
Duke edged out Univ of Chicago with only 21 and 23 failures out of 504.
On the GNU mirror front, ftp.leo.org is reorganizing and does not appear
to have any of the distfiles. I've swapped them out for another mirror
in Germany (ftp.cs.tu-berlin.de) that does. Additionally, I've
corrected the path to the files on ftp.rediris.es.
Lastly, ftp.lip6.fr is also missing the GNU files and does not appear on
the official mirror list. Patch swaps them out with
ftp.cs.univ-paris8.fr.
There may be more opportunities with the GNU mirrors. I'm running
another scan to reveal them.
