README-SenderID from the sid-milter says:

Our provision of this source code does not include any licenses or any other rights to you under any Microsoft intellectual property. the sid-milter also contains a "SENDMAIL SENDER ID OPEN SOURCE LICENSE".

what would be the correct settings for PERMIT_* ?

In the first place, you do not have a license at all, right? ( = "No")
Otherwise you'll just have to aquire a license and read the terms, but I am not at all that certain that they will be very "reasonable and non-discriminatory", from an OpenBSD point of view.
