Not every mirror seems to keep snapshots very up to date. The mirror you
mention does not have libtool in the i386 packages snapshot (Aug 21).
Please use a mirror that contains a more recent snapshot, i.e. the same
one as on ftp.openbsd.org (Aug 28).

You won't see OpenBSD pkgname patchlevels in this version. Just use
pkg_info(1) to check which package you have installed.
