not reproducible here (tcl-8.4.7p1).
$ ls -l /usr/local/share/aclocal/tcl.m4
-rw-r--r-- 1 root bin 75925 Sep 1 02:17 /usr/local/share/aclocal/tcl.m4
I think the point is that the resulting mode of the tcl.m4 in the
package will depend on the value of UMASK at package creation time and
that is not good. This patch is justified.
