It's ok to distribute the package and original source code, and it's ok
to have a port, but the port would have to fetch from an unofficial non-
commercial mirror, to protect people building the port from possible
trouble if it referenced the official site. I'm not saying this is a
reason not to have it in ports, but the need for this (and the fact that
it's against the author's wishes) may have put people off.

OpenBSD ports are generally setup to fetch the source file from the
original site; that page doesn't address this situation.
